Your dog might be caring for the kittens, and treating them like its own. Dogs sometimes do they can be lonely sometimes and need someone to look after. You can actually find dogs and many other animals that look after young, even from a different species.
Like this Tiger that is a mother to these piglets: http://images.google.co.uk/images?hl=en&q=Tiger+and+piglets&gbv=2&aq=f&oq=Tiger+and+piglet

This case is rather sad yet cute so please read this link about a dog that took-in these kittens, who's mother died in china: http://www.ananova.com/news/story/sm_3081071.html
Hope I helped!

PS: The Mother Cat Might Be Suffering From Milk Loss, And Might Not Be Able To Care For Her Children.

I find it odd that the mother cat is just letting your dog do it. Most wouldn't let a dog within a mile of their kittens.

Your dog is just mothering them.

The only thing I'd worry about is that if the cats are stray they won't have been wormed, so there is a chance your dog could pick up worms from them.

If the cat is just letting you dog do all this, she's hardly being the protective mother she ought to be and I'd be worried about her rejecting them. Is she feeding them? If not, I think you'd better get in the animal services.

I don't know why,
but it's not really that "abnormal"

We had a 150 lb male Belgian Shepherd, and a couple cats
when one cat had kittens, they used to crawl all over "Buddy" and it didn't bother him/them at all,
He would even occasionally pick one up, VERY carefully, by the scruff of the neck and carry them around.
he never hurt one.
