I have a kitten that is licking his hair right off his body. I can't find fleas. Looking for help!?

I’m wondering if there are any other owners out there suffering with this! I am up for suggestions to stop his torture aside from an expensive medication. He’s practically drawing his own blood at random sections throughout his coat. This comes and goes frequently as of late. Could this be weather related?!
